Can't reply to sms message

I have been having difficulty replying to a text for the last few days. This is a number that I have been able to send and reply to in the past.

Also unable to send to a particular number that is on Android. Although this issue might be due to individual being on a cruise ship in the Atlantic.

I have tried all the troubleshooting steps that I can find on the internet.

Any ideas?
