disable “silence when locked”. IOS 12.3

How do I disable “silence when locked”. I don’t want my phone silenced unless I use the silence switch. IPhone 7, IOS 12.3

Just turn off Do Not Disturb mode.

If you want to receive notifications, why is it even on?
