Trying to add my payment method but keep getting an error

Im trying to add my payment method but keep getting this error(iTunes cannot process purchase at this time)

You've tried on both your iOS device (assuming you have one), computer's iTunes, and https://appleid.apple.com/account/manage ? If you have you could try contacting iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
