I have a user where any new contact entered into the iphone will not sync to his outlook contacts. They will be pulled from outlook to the iphone, just not the other way round. User has a the latest Surface and O365, iphone is an Xs Max. I'm not very similar with apple products but I would assume the solution would be pretty basic.

Contacts are not stored locally on any iPhone. They are synced an email account (Google, iCloud, AOL, Yahoo, Outlook, Exchange or any Other) that you have and declared one of them as default under contacts.
