Playlist Disappeared

Thanks for coming to Apple Support Communities for help today. It sounds like you downloaded iTunes to a new Windows computer and have lost your playlists.

As you didn't mention transferring music from your old laptop, it sounds like you may be an Apple Music member. If so, iCloud Music Library would need to be turned on: Turn on iCloud Music Library with Apple Music.

Unless you have a subscription to iTunes Match or Apple Music signing into your Apple ID only gives you access to your purchase history from the iTunes store, not your playlists or other media not purchased from the store. Depending on what happened to your old computer it may be possible to retrieve the library from it.
