I bought iphone 7plus from ebay...it was lock icloud...how can i unlock icloud?

You can't.

Open a dispute on eBay and ask for a refund. This phone is useless to you.

Ask the seller to remove the lock or give you a refund, or ask the people running eBay for a refund.
