Cannot format text in Notes (Heading, etc.)

Cannot format text in Notes (Heading, etc.)

For some time not the options to format text in Notes are gone. No way of turning something into a header or list or anything. All I see is below.

iPad Air, iOS 12

Hello,

Please verify that under Settings -> General -> Keyboard that Shortcuts, Predictive, and other keyboard options are enabled.

Thank you so much! I am finally able to format text again, thought I would just have to live without. There was no way I would have guessed to check what you have told me.
