how do I solve the problem of getting my music from a computer with Micrsoft issues

It probably depends upon the nature of the issues that the old machine is suffering from.
If you can copy the Music folder from your old machine, do that. If you can't get into the folders on the hard drive, can the drive be accessed separately, by removing it from the old machine and installing it into a caddy? This is something that a computer repair shop will be able to do for you.
