My Apple pencil (2nd generation) doesn't charge. I want to know if repairing the battery of Apple pencils is included in warranty. (It’s less than a year since I bought it, and the tip of my pencil is a little bit damaged, but it used to work with that tip.)

Apple doesn't repair or replace the batteries in Apple Pencil. You can buy replacement tips for your Pencil in your Apple Store for $19.95 for a package of 4 tips. The warranty on your Pencil is one year from date of purchase. But if there is damage to the pencil, accidental damage would not be covered.
I'd schedule an appointment at your Apple Store Genius Bar and see if just buying new tips solves your problems.
No matter what you do, KEEP THAT PENCIL BATTERY CHARGED. If they are allowed to be uncharged for even a matter of a few days, the tiny batteries in the pencil can fail.
