Apps using WLAN & Cellular" in WiFi feature on American iPhones

I noticed that one can control apps that use cellular, but is there a way on doing the same for Wi-Fi? The feature is available for iPhones outside of America, but I noticed that the option is not available on US iOS.

Is there a method of enabling this feature? My organization uses a Sprint's PTT app that is dependent on cellular due to poor WiFi signals. Unfortunately, we also require WiFi for our in-house systems.

WiFi iPad vs WiFi and cellular Hello. I currently have the iPad mini 5 WiFi only however when outside WiFi I am unable to use it for the majority of the apps. iOS13.1.3 - Can Apps override WiFi to use Cellular ? Following the iOS 13 release, I've started to notice some Apps issuing an alert box saying that Cellular data is not enabled for them, even though I'm sitting right next to my in-house WiFi AP. As an example, the "BBC News" App does this. So wondering why ? Has anyone else noticed this ?
