how do i stop photos from assigning people that i do not know into my photos

You cannot prevent the automatic face detection in the most recent Photos versions. It is fully automatic. And it is no longer possible to remove any automatically detected faces. But you can be selective, which persons you are adding to the People album. Assign only names to the faces of people you want to see in the People album.
