iPhone iPad are not syncing photos. Done all procedures including network reset. No go.

I'm guessing that you are referring to iCloud photos? Have you tried making sure that iCloud photos is turned on for both devices, logged into the same iCloud ID, and then tried taking a photo after that to see if it syncs. If you go to iCloud and check Photos, do they all appear there?
