Unfortunately I think the answer might be no...
I see older posts that mention that the fonts window used to include the background color picker but that's gone now.
Does anyone know a way to do this?

You're right. The only enhancements I could find was to change the font, size and color of the text:

That's correct. All you can do is change the text color.

Interestingly, one time when I opened the font window, the background color picker tool appeared for an instant, then disappeared! That seems suspect, to me.

FWIW, highlighting is not an option in El Capitan either.
Can you highlight text using the notes app in 10.14.5?
