My passcode isn't working on my ipad. How can I open the screen to change the passcode?

If you cannot access the iPad, then you cannot change the passcode. You’ll need to restore the iPad, to remove the passcode, and set it up again.
If you can access the iPad, the option is in Settings->Touch ID & Passcode->Change Passcode.
If you do not remember your passcode, you have to wipe the device and set it up as a new device.
once you have done this and set a new passcode, you can restore from a backup.
