If findyouriphone has not been set up prior to losing a phone, is there a way to set the app up remotely and have it activate that ability ?

find my phone remotely activating I was just wondering is there a way to turn on find my phone remotely as my mum has lost her phone. and find my locations seems to be off. We think the phone in on as it doesn't go straight to voicemail and therefore probably hasn't been stolen.
