App store and itunes disabled

Hi i just bought this iPhone yesterday. When i try to download apps at the app store i get a msg that says my app store and itunes account has been disabled

iPhone XR, iOS 12

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support
