Watch says too many passcode attempts. I have attempted to reset on iPhone. But phone and watch could not connect.

Use the second method (watch alone) in If you forgot your Apple Watch passcode - Apple Support. Follow the steps exactly, particularly the point about charger power which many seem to overlook.
