You should be running the latest version of iTunes for starters.

Connect your iPad to your PC and launch iTunes.

Select your iPad from the device icon in the upper left portion of the screen in iTunes.

Click on Photos in the pane on the left.

Click on Sync Photos in the window on the right at the top of the screen

Select a folder from which you want to sync your photos in the Copy Photos From drop down menu.

Click on Apply in the lower right corner of iTunes.

Note that you can select one level of sub folder within the main photos folder so if you have 10 sub folders, you can select them all or just a couple of them, that’s your choice. However, you cannot select a folder within the sub folder. Only one level of sub folder will work.

See the section about using iTunes. Ignore all of the iCloud information.

Here. This link explains how to sync content from iTunes on your home computer to your iPad:

Sync your iPhone, iPad, or iPod using iTunes on your computer - Apple Support

Please Note: Photos you sync to iPad from your computer using iTunes can't be deleted directly on your iPad. In order to remove photos you sync to your iPad, you must un-sync using your computer and iTunes. It's basically the reverse of syncing.

As I said previously, this is in iTunes on your PC. Not on your iPad. You see the Photos heading when the iPad is connected to your computer, with iTunes running and the iPad selected in the upper left corner of the iTunes window.

You do want to transfer photos from your computer to your iPad, correct? Read the information in the links that have been proved to you, please.
