I have a crescent next to one person when I get a message from her. Because of this I don’t get a notification when she messages me. In settings My do not Disturb is off. How can I get rid of the do not Disturb on that specific contact?

OK, let's try it this way.
Again, go to a text message from that person. Tap their name >. Tap the little i. Is Hide Alerts turned on green there? If it is, tap it to turn it off and the crescent moon should go away and you should get notifications when that person texts you.
I'm at work and don't have my iPad with me, so I may or may not be able to solve this until I get home tonight. But try this:
Open any conversation from this contact on the iPad. Tap on the phone number or contact name at the top and then select the (i) icon and tap the contact name again. Scroll to the bottom of the screen and tap the option to unblock k this number or contact.
Go to your Phone App. Tap Contacts. Tap the contact there. Scan to the bottom of the contact and you'll see Unblock the Caller. Tap that to unblock them.

Thanks for your quick response. The problem is on my iPad. My iPhone works fine with her messages. I tried on both devices to follow your instructions, but when I looked at contacts there was no unblock caller. Any other ideas?
