Ipad is not connecting to bluetooth
If you are trying to pair your iPad to Alexa, momentarily turn Bluetooth off on your iPhone. Then try to pair it. They can't be paired at the same time.
Open Control Center on your iPhone (swipe down from the upper right hand corner) and tap Bluetooth, to disable it for you to pair the iPad.

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
The iPad won't connect to your iPhone over bluetooth except for Personal Hotspot.
For Alexa, make sure its not paired to the iPhone, and set to pairing mode as per its own instructions.
