Recovering photos from a stolen device

I lost my iPhone on vacation so I ordered a new phone. I am trying to recover photos from my stolen device's iCloud and put them on my new device. Any suggestions?

iPhone 7, iOS 12

IF you sync photos to icloud - turn photos on in your icloud setting on your new phone.

If you backup to icloud, restore from your icloud backup

The third recovery option would be from a backup done with iTunes locally on a computer, but given the loss circumstances you describe this is probably a non-starter.
