connecting to itunes

how to fix iphone that says "connect to itunes" but when i plug it into my laptop nothing comes up letting me restore it?

See If you can't connect to the App Store, iTunes Store, or Apple Books - Apple Support. See also iOS device not showing in iTunes for Windows - Apple Community.
