Can't Download Google Chrome

So since I first downloaded Chrome on my Mac, it has been working fine up until a few days ago. When I would go to open a new tab and search anything or open any page, the tab would display a folder with a frowny face and "Untitled" as the name. The window would be white. Sometimes I would be able to successfully open and use a new tab, but it would eventually just go back to displaying untitled screens. Today I decided to just uninstall and reinstall Chrome to try and fix it, but on reinstalling Chrome, I was unable to even open the download from my internet browser. When I tried to open the file (googlechrome.dmg), a window would pop up on the screen (shown in picture). I have tried clearing the chrome downloads from my finder and reinstalling over and over again, but nothing seems to work. Help!

Hi,

Do you check off System Preferences > Security & Privacy > Allow app downloaded from "App Store and identify developers"?
