iPhone X Frozen After iOS 12.3.1 Update

I just got an iPhone X a week ago. This Saturday (July 20, 2019), my iPhone X updated after I went to sleep. It tried to update the iOS 12.3.1 software. When I woke up this Sunday (July 21, 2019), I unlocked my iPhone and it was on this "Update Completed" page. I hit the continue button and it has been frozen on this screen for over 24 hours. I bought my phone at Wal-Mart because they were having a special, but my iPhone is through Verizon. I went into Verizon and they said because I bought the phone at Wal-Mart that the only thing they could do was give me a refurbished iPhone X. I went to Wal-Mart and they said they don't even have the iPhone X anymore and the only thing they could do for me was downgrade me back to my ancient Samsung or upgrade me (for twice the monthly payment) to an iPhone XS Max. How is this ethical to make me PAY for something that isn't my fault? Anyway, I am very frustrated about this whole situation and was just wondering if anyone knew anything I could do to fix my iPhone. I've tried resetting it several times and it just goes right back to the frozen screen right after it wakes back up. I've barely had it a week.
