Screen becomes unresponsive after iOS 12.4 update

I've upgraded to iOS 12.4 on my 5s today, and after the update the screen gets stripes and shades (on the pure blue&violet surfaces) and then it becomes unresponsive to everything (home & volume and power buttons work) that i have to lock the phone and keep it locked for a few seconds and then unlock it to make the screen function again. I had iOS 12.3.1 ipsw downloaded via iTunes and iOS 12.3.1 backup, so I tried to "downgrade" it thinking that it'll turn back to its previous state before the update but it didn't work either. Any comments?

Downgrading iOS is never a solution to a problem.

Hey I’ve just installed iOS 12.4 via iTunes and set my phone from zero without backup and it worked there are no longer these annoying stripes. It’s weird that it was a software related issue and sad that i had to lose all my data and apps except from my iCloud photos. I didn’t expect that Apple’s OTA updates could mess up with my phone so badly that the only solution was to set it up as a new iPhone without recovering all personal data. I’m a bit disappointed.
