That's way too long. My 64GB iPad is nearly full, and most syncs take less than a minute (obviously, the initial sync was fairly long). I'd try the following:
1. On your iPad, go to Settings -> General -> Reset -> Reset All. You'll have to re-enter some passwords for wi-fi, and reconfigure a few apps, but you won't lose any data.
2. If that doesn't solve the problem, connect your iPad to your computer and in iTunes choose the option to Restore your iPad. This will erase everything, so make sure you have everything backed up first!
3. Try syncing using a different USB port. Don't use a port in a hub or on a keyboard -make a direct connection to your computer.
4. Borrow/use a different cable. A defective cable can cause a lot of problems.
If none of these solves the problem, it could be a Windows issue, or a defective iPad. I'd call AppleCare and tell them what you've already tried. They should be able to solve the problem, or replace your iPad.
