Apple doesn't remove carrier locks. Ask Rogers.

If you're referring to the activation lock instead of a carrier lock, you'll need to be the iPhone's original owner and have its purchase receipt.

How to unlock your iPhone for use with a different carrier - http://support.apple.com/HT201328 - Only some carriers offer the ability to unlock iPhone for use on any carrier. Follow the instructions in this article to unlock your iPhone.

iPhone: Wireless carrier support and features in the USA and Canada - https://support.apple.com/HT204039 - including a list of which ones offer unlocking.

There are two other kinds of device "locking" including the aforementioned activation lock, and a device being disabled by trying the wrong passcode too many times. Since you seem to mention a service provider I am assuming it is a carrier service lock. If that is not correct, you need to be more specific in your description of the issue.
