How to unlock my itunes and app store

If it's locked : If your Apple ID is locked or disabled - Apple Support


If it's disabled contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it  : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
