Have you swiped down from the top of the screen and use the search function to look for Safari? If you can't find it, try following the reinstall instructions in the article below.

Apps - Remove built-in Apple apps from the Home screen on your iOS device or Apple Watch

If necessary

Hard reset

Do a backup and try a factory reset. Then restore from your backup.

Restore to Factory setting

Backup - Restore your device from an iCloud or iTunes backup

I chatted last to get safari back on my ipad...WILLIAM LEFT ME WITH A LINK. All about newest safari..nothing about how to get it back on. He said I could get back on chat if I needed more help. Tried last night still trying. No help from anyone ...getting back on chat was denied.
