I can’t add payment method on my iPhone XS Max

I can’t add payment method on my iPhone XS Max for the first time I never purchased anything before whenever I tried to add payment method it says payment method declined enter valid payment method.

i don’t have any previous billing issue what can be the reason for that plz help me out on this problem thanks!
