Direct Transfer iPhone to iPhone not working

Wondering about this process as I work for a company that distributes iPhones only to our users. Tried testing this process and doesn't seem to work. Old phone iphone 7 12.4 / test phone iphone 6s 12.4. Never gets to the direct transfer screen. Only to restore from iCloud/iTuenes/Android ect. Any ideas? Are there limitations to which models this will work on?

Switch on the destination iPhone, and keep the source iPhone next to it to invoke the Quick Start proximity-based during initial set up utility.


Once the Quick Start authentication pattern appears on the destination iPhone, use the source iPhone’s camera to authenticate using the pattern.


After you enter the source iPhone’s passcode on the destination iPhone it will establish a wireless connection between the two devices. This connection allows you to migrate settings — Wi-Fi, Apple ID, etc. — automatically.


If Only Photos?

Settings > Photos > Automatic > [Tick]
