How can I remove a child with the wrong Apple ID and re-add them? Also, how many family members can I include to the family Id?

Child accounts can only exist as part of a Family Share, you can either move the account to another Share or get the account deleted : How to delete your Apple ID account - Apple Support

You can have a total of 6 people in the Share (organiser plus 5)
