Safari update on old iMac causing an installation loop - how to get out of Safe mode??

I have a Late 2009 iMac running High Sierra 10.13.6, and just did the Safari 12.1.2 update, but the Mac is now locked in the installation cycle, and I can only get it to restart in Safe mode. How do I fix this?

Clarification question - if you restart normally, does the installation continue? If you are doing the Safari installation and the Security Update, the computer will reboot back into the installation several times before it reboots normally. It took my computer about 40 + minutes to install both updates. There were multiple restarts during that time period. Have you tried letting it run longer to see if it completes?

In answer to your question, The installation never seemed to continue. The message said installation wasn't working & I should reboot to restart it, but it just launched straight back into the installation on reboot and went to the same message. I eventually booted in Safe mode & found an earlier version of Safari, downloaded & installed that & all seems to be fine now!
