iOS 12.4 and Photos

This morning I updated to 12.4 and noticed that my photos were missing. It said it was starting to restore but has only restored 10k of 24k photos and stopped.

I have gone from WiFi to mobile data and nothing.

I have restarted the phone and nothing.

I have signed out and back in to iCloud and nothing.

I have my photos set to back up to iCloud.

Is there perhaps something I am missing? Thanks.
