I’ve had a new iPhone XR today, I’ve tried to set up FaceTime and iMessage but it just keeps saying waiting for activation. Does anyone have any information on what to do.

So when you called Apple support as outlined in the link I gave you, that you said you already done the steps, nobody answered the phone or you asked them a question and the person who answer the phone didn't reply back.
You're in a user to user technical forum, there is no Apple here.
