Safari somhowe changes language of software licence, how to fix

After the last safari update I get websites that all of a sudden display stuff in the language of the country I am in (I travel a fair bit). Like yesterday I downloaded some software and all of a sudden I get the licensing agreements in German (I was in Germany at the time).

I was in System Preferences > "Language & Region." And made sure that "English" is listed as the "Primary" language at the top of the list. But that made no difference.

Any solutions?
