My wife will have an image appear on her iPad screen, as if, it were selected and saved. When she attempts to select it to delete, she cannot select it. Every time she touches the image, it moves to another location on her screen. She has to power down her iPad, and restart, to remove the image. What causes this and what setting needs to be changed?

When she showed me, she was in an ad on open email.
If she closes the email, does it go away? It just sounds like a gif or an animation in the email. It may be designed to do that.
She is looking at a selected item on an email ad, and yes, when she closes the email the selected item extinguishes.
Every time she touches the image, it moves to another location on her screen.
