Every time she touches the image, it moves to another location on her screen.

My wife will have an image appear on her iPad screen, as if, it were selected and saved. When she attempts to select it to delete, she cannot select it. Every time she touches the image, it moves to another location on her screen. She has to power down her iPad, and restart, to remove the image. What causes this and what setting needs to be changed?
