why the message " your iPhone could not be activated because the activation server cannot be reached " appear when i software my iPhone and trying to open and activate it

it is still saying " could not be activated because the activation server cannot be reached " and when i blogged it with the iTunes it said " the iPhone cannot be activated because the activation information cannot be obtained from the device "
and when i am trying to call apple support my phone number isn't valid i don't know why ?
