In the U.S., upgrading to 50GB of iCloud Storage is 99¢ per month; you pay every month for as long as you need the storage. It is like renting storage space. Also see: iCloud storage plans and pricing - Apple Support

You always make one payment. If you want more storage, upgrade your plan to a larger storage plan. You will then make one payment for that amount.
