Have you tried going into the Settings app, General, Accessibilty and toggle OFF the Tap to Wake feature and then immediately restart/reboot your iPad?
See if that fixes the unresponsive touch issues.

Others have prematurely reported this iPad Pro touch unresponsive touch screen issue as solved in the past and they were wrong, also.
In about two weeks, or so, the unresponsive touch screen issue returned.
You need to give it a few weeks before you make the claim that this issue has been solved/fixed by Apple.
Especially prudent given that iOS 12.4 maybe the final iOS update for iOS 12.

Been through all of this for quite a few months with this not solved.
Users reporting back that this iPad Pro touch screen issue returned.
Given that the issue has been noted to temporarily go away after an iOS 12 update and/or reboot/reset of an iPad, I believe it is waaaaay too early for you to exclaim that this issue is gone and has been fixed by Apple in the latest update.
Others claimed this was fixed in previous iOS 12 updates and later found out they were wrong and this unresponsive touch screen issue came back and was still not fixed.
Get back to this posting after two or three weeks, or so, and report back whether the iPad Pro unresponsive touch issues has really been cleared up, or not.
Out of over 1000 users affected, you are THE ONLY ONE who has reported in that supposedly the touch screen difficulty has been solved/fix.
No one else here affected has been reporting that.
I'd give it a few weeks before claiming tge issue has been fixed/solved.
Don’t give all of the other users false hope.
With the 12.4.1 iOS update over last weekend. My screen responsiveness issues have returned to be worse than ever with this latest updates this week everyday doing major business work from it. My 12.9 iPad Pro 2018 model will now be unresponsive for 10-20 seconds whenever I’m trying to do multiple tasks. I was attaching a file from OneDrive in an email and I couldn’t Cmd+Tab to switch over between applications and it took email 20 seconds to follow my attached keyboard’s (Logi IOS Apple Keyboard/Case) keystrokes. I even tried to use the screen and nothing would work. Anything I pressed on the screen did nothing. When will these screen issues be resolved. I hate using my iPad Pro now because of these issues, and when you do major work from multiple applications at the same time, its very frustrating with things don’t respond or stop working altogether. I remove the attached keyboard and it gets even worse with the screen’s unresponsive ness. Any assistance or support would be very helpful. I have closed all apps down and hard rebooted my iPad Pro so many times, so I know it have the freshest iOS load. Thanks!
It is just one user reporting this.
When and if the majority of affected users start reporting in later that the unresponsive touch issues have been fixed in this latest iOS 12.4 update, I will cease with the doubtful comments.
Until then...
This touch screen issue takes a little time to return, if it does return, or not.
You likely don't want to hear this, but you didn't need to jump in and educate the OP. They said since updating to iOS 12.4, touch issues have disappeared.
All you had to say was that's great and I hope it lasts for you. Nothing more was necessary.
