I preordered hadestown original broadway album before. Upon checking once the whole album was out, I had to repay for songs I didn't have downloaded. So I paid for them. Now, it says purchased on the store, but when I go to recent purchases none of the songs appear on my phone. I cannot download anything.

If they don't show for downloading : Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books - Apple Support
are they hidden : Hide and unhide music, movies, TV shows, audiobooks, and books - Apple Support ?

I had the same problem. Once the full album was out the system locked me out of my preorders. I have contacted support.
I understand that but since some songs were out already I had to pay then. I found the initial charge and went through the issue with support and the problems been fixed.
You would have been charged for the tracks as they were released.
