If I buy Apple Watch with cellular in Germany, can I connect to Airtel network in india or is it country specific.

Please see the current Apple document listing supporting networks and compatible model numbers, https://www.apple.com/watch/cellular/ then check with Airtel whether they will accept and activate a watch which you have purchased outside India.
