AppleID when iPhone has been stolen

Hi. I had iPhone 7 before but it was stolen. On my new phone I got message that my phone found and some link to iCloud (it was fishing site, I missed it). So I provided my pin code of old phone to thief. After that I've changed password, email and phone number of my iCloud on my new iPhone. So my question is it safe to use it now? Does thief have access to my iCloud on stolen iPhone after changing password, email and phone number??

The thief shouldn't be able to access your iCloud given what you have done.
