Apple Watch iCloud Lock

I recently purchased a series 3 Apple Watch from the secondhand seller and witnessed them reset the watch. I guess they did not disconnect from the iCloud on their find my iPhone settings, and I don’t have their contact info. Is there a way I can contact Apple to get this fixed? I simply cannot pair my iCloud to the watch and I don’t have a way of contacting the seller.
