how do I add money on Apple Pay and I wanna use but it would not let me

You can add money to Apple Cash if you have it set up but you can only send that to people since it is a person to person system. Apple Pay uses your bank card. You need to add your bank card to Wallet and make sure it is in Apple ID too as a payment method.
