Backing up iPhone X
My iPhone was submerged into water on Friday and it keeps turning on and off. I've been trying to back up my iCloud but it tells me my storage is full and now its not turning on. Is there any way I can backup my phone?

If it won’t turn on, no. You cannot backup a device that will not even power on and boot iOS.
