Mobile billing

Why is mobile billing not an option in US? Or am I just missing it? Verizon says I can bill purchases to my Verizon account but I don’t see how. I used to be able to a few years ago but I was with Sprint. Seems it shouldn’t be a carrier issue but an apple issue. Any insight?
