My iphone says it can't use back up because I don't have enough storage.

Are you trying to back up to iCloud or to your computer using iTunes?
Either way, the message is pretty clear.
If you're trying to backup to iCloud, you either need to purchase additional storage or back it up to your computer using iTunes?
If you are trying to back up to your computer, then you don't have enough free disk space to back up the phone to your computer.
