It would help if you would provide more information about from which account you are trying to transfer money. For example, if this is an iTunes Store account, that money is not transferable.

You need to get iTunes Support to help you make that transfer. You can't do that yourself. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.  You may need to pick a problem that is slightly different than yours to get a chat option.
