Content restrictions on 13 year old phone

I have setup the restrictions but now they keep going off and will not stay on. Every time I hit the button to turn it on it just goes right back off and will not let me change the settings. I have tried setting them on his phone and from mine. Can someone help me with this. Is there a support number to call.
